Why?

Because there are now free Web 2.0 apps that let you do photo-editing.

What was the excuse before? There have been free desktop applications to resize and manipulate images for years as well. :?

Yes, well this just makes it easier for those too lazy or too computer-phobic to install anything doesn't it.
